"And I tell you that you are Peter, and on this rock, I will build my church, and the gates of Hades will not overcome it. I will give you the keys of the kingdom of heaven; whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven."

In this passage, Jesus is speaking to the apostle Peter and designates him as the foundation ("rock") upon which the Church will be built. The "keys of the kingdom of heaven" symbolize the authority given to Peter to govern the Church.

In Catholic theology, this passage is understood as the establishment of the papacy, with Peter as the first pope. The keys are a symbol of spiritual authority, and the authority to bind and loose is interpreted as the power to make doctrinal decisions and establish disciplinary rules within the Church.

The Keys to St. Peter are often depicted in Catholic art and iconography, and they remain a significant symbol of the papal office and the authority of the Church. The current Pope, as the successor to St. Peter, is considered to hold these symbolic keys.
